Assuring the use of the task related proper personal protective equipment for each activity in oil and gas(Offshore). ➢ Enforcing full participation with the personnel START/STOP type behavioral safety program for the rig personnel and the service company personnel. ➢ Monitor the nonhazardous and hazardous waste management. 13- Monitor the rig personnel for needed HSE training. ➢ Support the rig departments with their HSE MS, following implementing. ➢ Monitor the daily drilling activity and discuss with rig supervisors the risks for each whole section. 16- Interact and transfer knowledge to local manpower Marine (Rig and contractor staff). ➢ Assure that all safety incidents and accidents are properly reported and investigated and lessons learned are shared and issue the respective documentation as established in procedures. ➢ Ensure emergency preparedness, lifesaving equipment periodical inspection Marine. ➢ Participate on the preparation and perform the HSE meetings and proceed as instructed (daily, weekly and monthly frequency), attend all site planning, progress and other appropriate site meetings, particularly those where subcontractors are involved. ➢ Prepare, witness critical operations required documents such as heavy lifts, casing running operations, rig down, rig up and rig movement operations etc Marine. ➢ Carry out safety inspections and control on safety equipment functionality. 22- Participate to and audit PTW's (Permit to Work). ➢ Propose and supervise on site HSE compliance campaigns, HSE training (Handling and Lifting, Hands Safety, Environmental campaigns, Isolation LOTO). ➢ Promote HSE on site, motivate personnel to safe behavior and organize Marine information campaigns. 25- Perform hygiene inspections at the camp and rig site. ➢ Inspection of lifting gear (slings, cranes, shackles and bolts, safety pins etc. 27- Verify safe use and storage of dangerous goods. ➢ Periodically check on the state of firefighting Marine equipment and all safety signs and posters. 29- Ensure strict compliance with the EIA and waste management procedures ➢ Perform environmental inspections and waste disposal and segregation procedures. ➢ Stop cards tracking, ensure adequate corrective Marine actions are undertaken for most significant stop cards. 32- Witness safety drills and check for compliance with the contingency plan. ➢ In charge of Induction process for new personnel incomers. ➢ In an emergency situation be a member of rig investigation team, write incident reports, and maintain files, register and follow-up close out of corrective actions. ➢ Part of period inspection Marine (yearly or monthly) for emergency, safety equipment ➢ Updating, improving Job safety analysis, Risk assessment, Hazard observation, task related risks. ➢ Ensure that all drilling safety systems and equipment are in place fully operational and correctly serviced (e.g., station bills, fire- fighting systems, signs, emergency equipment life rafts, jackets, smoking hoods, davit raft inspection, etc). ➢ Administer, monitor and audit the on-board permit to work system and the attached JSA, RA, Lifting Plans, Lifting gears certificates and conditions. ➢ Participate to and audit PTW's (Permit to Work). ➢ Liaise with Drilling Superintendent weekly for all matters related to health, safety, and environment. ➢ Take part in all accident/incident/near miss investigations relating and completes the relevant sections of Accident Report Form. ➢ Ensure that Drilling Marine Superintendent, Barge Master is informed as soon as possible after an incident has occurred. ➢ Carry out any in-house safety-related training. ➢ Ensure that any learning points are communicated to line management and workforce. ➢ Ensure that the site of a serious or fatal accident is maintained unchanged for investigation purposes. ➢ Implementation of any safety-related procedures or safety awareness campaigns. ➢ Management, storage, sitting of activities offshore on Platforms, Drill-Ship (Olympus), Semisubmersible Rigs also onshore activities progress safety statistics, client safety progress, procedures review & implementation. ➢ Ensure all activities Onshore, Off-Shore of the contractor at the site are carried out in a safe manner.
