RESPONSIBILITY ➢ Supervising Rig-up activities related to HSE concerns, managing SIMOPS ➢ Ensure the location complies with the relevant occupational and safety legislation and the respective client’s safety requirements. ➢ Responsible for monitoring and reporting the overall performance of contract HSE management system ➢ implementation at the site and knowledge of ISO QMS 19001, EMS 14001, and OSHA 45001/18001 ➢ Playing a key role in implementing HSE management system and safety culture among the Marine organization through training and development. ➢ Guiding site management in the effective implementation Of HSE plan. ➢ Implementation of fire prevention and protection system at facility. ➢ Plan and carry out safety audit periodically and report the performance of the implemented safety systems to the HSE Manger and Site management representative. ➢ Carry out site inspection Marine and daily site safety surveillance effectively to ensure compliance with applicable procedures and safe working practices ➢ Preparing monthly HSE activity plan of inspection and other HSE site activities Marine. ➢ Providing correct advice and guidance on health and safety standards to the organization for achieving goals. ➢ Providing technical advice on Process Safety, Handling of hazardous chemicals, lifting activity etc. to the construction team for effective HSE management system ➢ hazardous chemicals, lifting activity etc. to the construction team for effective HSE management system. ➢ Playing a key role to lead the entire Risk Assessment like HEMP, HAZOP, JSA, HIRA, HRA, and Functions for Incident Investigation and safety awareness training. ➢ Preparing and Maintaining All Health, Safety & Environment (HSE) documents like HSE policy, MOM, Safe Operating Procedure, Risk Assessment, Safe System of Work, Permit to work, Induction training records, Incident, Accident Record, Near miss, Unsafe act, Unsafe Condition record in workplace, Weekly, Monthly HSE report etc. ➢ Marine Maintain compliance with local and international HSE laws, regulations and standards. ➢ Implement and maintain HSE management system, procedures and work practices and related HSE Plans & bridging documents for drilling operations. ➢ Participate in HSE risk assessments to plan and execute prevention and mitigation controls. ➢ Creating Lifting Plans Cat 1.2.3 (certified lifting planner, rigger 1,2 from LEEA), Normal, Complex, Complicated. 7- Monitor the daily drilling activity and discuss with rig supervisors the risks for each hole section. ➢ 8- Hydrogen sulfide training for encountering H2S before, while drilling. 9- Providing training sessions as per company Marine training matrix program ➢ Daily attending the drilling crew tour changes and Marine participating in before action reviews. ➢ Prepare detailed reports on incidents and ensure they are communicated to relevant stakeholders. ➢ Recommend and implement control measures to mitigate identified risks. ➢ oil and gas(Offshore) Develop and maintain emergency response plans and procedure. ➢ To develop, implement and monitor Occupational Health and Safety Policy as per client requirement in oil and gas(Offshore). ➢ Verify the adequacy and application of the site HSE plan and all related procedures, to preparing and participating in any revisions in oil and gas(Offshore). ➢ To update the HSE documentation during all the construction phases when deemed necessary in oil and gas(Offshore). ➢ Ensures that all personnel are advised of any HSE hazards by delivering induction and toolbox talks, and that the necessary controls and contingency arrangements associated with the work activities are in place in oil and gas(Offshore) . ➢ To prepare the Task Risk Assessment and perform in the internal and external meetings in oil and gas(Offshore) . ➢ Participate to all relevant site HSE Marine meetings and prepare the relevant MOM in oil and gas(Offshore). ➢ Cooperate with the client concerning the issue of any necessary work permits and site HSE aspects in oil and gas(Offshore). ➢ To investigate and report on the work accidents of the site, a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence in oil and gas(Offshore). ➢ Coordinate the activities of the site HSE committee (composed by clients/ contractors HSE representatives) in oil and gas. ➢ Coordinate the site emergency response team and fire prevention/ fighting team, organizing training and emergency mock drill activities in oil and gas(Offshore). ➢ To prepare the HSE section of the monthly report and other related reports in oil and gas(Offshore). ➢ Monitor safety of machinery & equipment’s including third party certification, maintenance, calibration etc. in oil and gas(Offshore). ➢ To prepare and update the site HSE statistics, verify the performance versus the project and cooperate HSE objective, targets and performance indicators; propose recovery plan in case of mismatch in oil and gas(Offshore). Assuring the use of the task related proper personal protective equipment for each activity in oil and gas(Offshore). ➢ Enforcing full participation with the personnel START/STOP type behavioral safety program for the rig personnel and the service company personnel. ➢ Monitor the nonhazardous and hazardous waste management. 13- Monitor the rig personnel for needed HSE training. ➢ Support the rig departments with their HSE MS, following implementing. ➢ Monitor the daily drilling activity and discuss with rig supervisors the risks for each whole section. 16- Interact and transfer knowledge to local manpower Marine (Rig and contractor staff). ➢ Assure that all safety incidents and accidents are properly reported and investigated and lessons learned are shared and issue the respective documentation as established in procedures. ➢ Ensure emergency preparedness, lifesaving equipment periodical inspection Marine. ➢ Participate on the preparation and perform the HSE meetings and proceed as instructed (daily, weekly and monthly frequency), attend all site planning, progress and other appropriate site meetings, particularly those where subcontractors are involved. ➢ Prepare, witness critical operations required documents such as heavy lifts, casing running operations, rig down, rig up and rig movement operations etc Marine. ➢ Carry out safety inspections and control on safety equipment functionality. 22- Participate to and audit PTW's (Permit to Work). ➢ Propose and supervise on site HSE compliance campaigns, HSE training (Handling and Lifting, Hands Safety, Environmental campaigns, Isolation LOTO). ➢ Promote HSE on site, motivate personnel to safe behavior and organize Marine information campaigns. 25- Perform hygiene inspections at the camp and rig site. ➢ Inspection of lifting gear (slings, cranes, shackles and bolts, safety pins etc. 27- Verify safe use and storage of dangerous goods. ➢ Periodically check on the state of firefighting Marine equipment and all safety signs and posters. 29- Ensure strict compliance with the EIA and waste management procedures ➢ Perform environmental inspections and waste disposal and segregation procedures. ➢ Stop cards tracking, ensure adequate corrective Marine actions are undertaken for most significant stop cards. 32- Witness safety drills and check for compliance with the contingency plan. ➢ In charge of Induction process for new personnel incomers. ➢ In an emergency situation be a member of rig investigation team, write incident reports, and maintain files, register and follow-up close out of corrective actions. ➢ Part of period inspection Marine (yearly or monthly) for emergency, safety equipment ➢ Updating, improving Job safety analysis, Risk assessment, Hazard observation, task related risks. ➢ Ensure that all drilling safety systems and equipment are in place fully operational and correctly serviced (e.g., station bills, fire- fighting systems, signs, emergency equipment life rafts, jackets, smoking hoods, davit raft inspection, etc). ➢ Administer, monitor and audit the on-board permit to work system and the attached JSA, RA, Lifting Plans, Lifting gears certificates and conditions. ➢ Participate to and audit PTW's (Permit to Work). ➢ Liaise with Drilling Superintendent weekly for all matters related to health, safety, and environment. ➢ Take part in all accident/incident/near miss investigations relating and completes the relevant sections of Accident Report Form. ➢ Ensure that Drilling Marine Superintendent, Barge Master is informed as soon as possible after an incident has occurred. ➢ Carry out any in-house safety-related training. ➢ Ensure that any learning points are communicated to line management and workforce. ➢ Ensure that the site of a serious or fatal accident is maintained unchanged for investigation purposes. ➢ Implementation of any safety-related procedures or safety awareness campaigns. ➢ Management, storage, sitting of safety lifesaving equipment on associated locations. ➢ HLO and HRO duties (certified & trained to carry out HLO tasks but I'm only supervising it). ➢ Examination, recording of the crew, client, contractors, visitor’s survival/training certificates. ➢ Representing the Client BP & PHPCO HSE, working with different contractors (Subsea7, 1 Subsea, to arrange & implementing PTW, R.A & JSA Marine. ➢ Responsible to deliver instructions to 22 persons in my HSE team members ➢ Responsible for resourcing HSE team manpower & safety equipment. ➢ Preparing & involved in HSE official documents not limited to procedures, HSE plan, Emergency plan, HSE case, Bridging documents between client & contractors. ➢ Providing reports and progress chart, HSE statistics to HSE Manager daily ➢ Ensure that HSE plans and relevant HSE Management System are established ➢ Arranging work plan with my responsibility team to ensure controlling, covering all work activities Offshore & onshore 24/7 ➢ Following ROV activities with Subsea 7 Co over Canyon ROV, Seven Atlantic Barge, and Olympus Drill-ship as performing Drilling of 12 Well, inspection, survey, intervention, subsea construction, and emergency response Marine services. ➢ Supervising pipe laydown & umbilical cable lay down with Subsea 7, & One subsea Companies through Seven Navica, Seven Viking, Seven Waves Rigs & Vessels ➢ Following activities offshore on Platforms, Drill-Ship (Olympus), Semisubmersible Rigs also onshore activities progress safety statistics, client safety progress, procedures review & implementation. ➢ Ensure all activities Onshore, Off-Shore of the contractor at the site are carried out in a safe manner. Any discrepancy or unsafe practice by worker brought to the notice of the following personnel: - ➢ Contractor project manager- b) Contractor work supervisor or Vessels management c) Client Project coordinator at site. Performing safety inspections and ensuring compliance with safety standards, compiles information, implements, and enforces safety programs and protocols,
